Looks to be either a paint brush stand with mixing bowl & water pot or a inkstand.
I assume it is Agate but could be a similar type Stone or glass coloured.
There is a crack to the Agate bowl 4.5cm in length.

Condition: as photoed (there is a crack in the bowl, a dent to the metal, it is bent / misshapen and loss to the Gilt etc.,)
